Avla Real Estate Area Report · Metaxourgio – Omonia · Larissa Station surroundings, Central Athens · 23 – 24 October 2026. This is a district-level assessment; it does not include a review of a specific apartment.

Location

Metaxourgio is a mixed inner-city district extending along the northwestern edge of the historic center, between Omonia Square and Larissa Station. The district center (Metaxourgeio station) is ~500 m from Plateia Vathis, ~600 m from Omonia, ~700 m from Larissa Station, and ~1.7 km as the crow flies from Syntagma. It is administratively divided into two parts: the eastern section is in Athens’ 1st municipal community (2021: 74,556 people), and the western section is in the 3rd community together with Gazi (46,167 people). Neoclassical mansions, 1960–70s apartment buildings, small workshops, and vacant plots stand side by side on the same street. It has been one of the fastest-changing parts of central Athens in the last decade, but the change proceeds block by block.

Sources of demand: the center’s transport hub (walking distance to three metro lines, suburban train, and intercity trains), surrounding universities (Polytechnic’s Patision campus ~0.9 km, Athens University of Economics and Business ~1.3 km), and the café and cultural fabric of Gazi–Psyrri. Prices lagged behind the center for a long time; according to Kathimerini’s district news, sales prices have risen from approximately €1,000/m² to €1,800 – €2,000/m² in seven years. On the investment side, the biggest headline is Larissa Station: a contract was signed in 2022 for the second phase of the station renovation (new platforms, underground connection to the metro); a vision including the restoration of historic buildings and underground parking for the station area was announced in 2025.

Schools

English-language schools and their straight-line distances from the district center:

  • Moraitis School — Greek curriculum + IB Diploma · Psychiko · ≈5,620 m
  • Athens College – Psychico College — Greek curriculum + English IB Diploma (IB school since 1996) · Psychiko · ≈6,190 m
  • ACS Athens — American curriculum + IB Diploma and AP · English · Kindergarten to high school · Chalandri · ≈8,930 m
  • Pierce – American College of Greece — Greek curriculum + English IB Diploma · High School and IB: Agia Paraskevi · ≈9,620 m
  • Doukas School — Greek curriculum + English IB Diploma, International A-Level · Kindergarten to high school · Marousi · ≈10,540 m
  • St Catherine’s British School — British curriculum, IGCSE + IB Diploma · 3 – 18 years old · Lykovrysi · ≈11,670 m
  • Byron College — British curriculum · IGCSE and A-Level · Kindergarten to high school · Pallini – Gerakas · ≈12,510 m

Distance is measured as the crow flies from the district center around Metaxourgeio station to the school campus (OpenStreetMap); road distance is longer. We have not identified an international school in the center that provides education entirely in English; options are in the northern suburbs. Enrollment conditions should be confirmed with the school.

Transport

Metaxourgio is one of the best-connected districts in Athens by rail. Metaxourgeio station (Line 2) is in the middle of the district; Omonia (Lines 1 and 2) is ~600 m away, and Larissa Station is ~700 – 800 m away. At Larissa, the metro, the suburban train (Proastiakos) to the airport and Piraeus, and intercity trains all meet at the same point. Kerameikos (Line 3, direct to the airport) and Thiseio (Line 1) are ~1 – 1.2 km away.

Tenant profile

Demand is three-tiered and largely year-round. New short-term rental registrations in the 1st, 2nd, and 3rd municipal districts of Athens have been suspended since 2025 (extended until the end of 2026; an extension until the end of 2027 was announced in September 2026); both sections of Metaxourgio fall under this scope. Daily rentals are already prohibited for Golden Visa properties; evaluate the property based on the long-term rental economy, not overnight stays.

  • Students and young academics — Polytechnic, University of Economics, and central colleges; small apartments, moderate turnover.
  • Professionals working in the centre — public and service sectors; 1-bed primary product, 1 – 3 year contracts.
  • Creative sector and young expatriates — Gazi–Psyrri cultural axis; demand for furnished apartments.

A separate listing index is not published for Omonia and Plateia Vathis; values refer to neighbouring sub-districts. Figures represent listing (asking) prices; actual transaction prices are generally slightly lower. We do not provide unverified rental or yield figures for specific apartments; the text of the lease agreement and rental guarantee is obtained in writing during the offer stage.

Risks

  • Golden Visa restriction: Short-term (daily) rentals are prohibited for properties acquired via Golden Visa; thresholds and eligibility are confirmed in writing on an apartment-by-apartment basis by an independent Greek lawyer — no statement on this page constitutes such confirmation.
  • Street-level safety: Kathimerini’s district reports highlight open drug dealing and use, abandoned buildings, and vacant lots on certain streets; the police expanded the central patrol plan in 2026, which includes Omonia and Metaxourgio. Street and building selection is as decisive as district selection.
  • Adjacent plot risk: In a texture that changes block by block, the condition of the vacant or neglected building next door directly affects the value of the apartment.
  • Repricing speed: Sales and rental listings in Metaxourgio increased by 15% – 17 in one year. This is not a sustainable baseline, but a period of repricing; look at comparable prices, not listings, when entering the market.
  • Tax calendar: a plan has been announced to increase the property transfer tax for non-EU/EEA buyers from 3% to 15% starting from 1 July 2027; it has not yet been enacted and will be confirmed prior to purchase.

Avla’s district view: Positive — selective. Metaxourgio is a transformation district at the center’s strongest transport hub that is still priced below its surroundings; station investments and renewed stock support the value. Yield potential is real but depends on street risk: it is a strong investment when the right block and building are chosen, and a weak one on the wrong street.

Framework first

Why does the investment threshold differ for everyone?

Because there is no single figure. Legislation defines three tiers, and the location and legal status of a property determine which tier it falls into.

€800,000
Upper tier
Applies to areas under high demand. Requires a single property and at least 120 m².
€400,000
Other areas
The same conditions of a single property and at least 120 m² apply.
€250,000
Not location-dependent
Only in two cases: (a) change of use for a non-residential building, (b) restored listed building.

Practical implications for your file: The threshold for standard new builds in Attica is €800,000. Which threshold the properties in this file fall under is determined by the location and legal status of the property; this is confirmed in writing via an independent Greek lawyer’s review on a property-by-property basis. We have not stated in any section that “this apartment qualifies for GV”; we obtain confirmation via documentation.

Security and Golden Visa 2026Your funds are held in a dual-signature account — how your money is protected step-by-step, 2026 rules+
Financial protection shield

Your money does not go to the seller, but to a dual-signature account.

The purchase price is not deposited into an account that the seller can use freely. It enters a separate bank account from which not a single cent can be withdrawn without two signatures: one from the seller and the other from the lawyer Avla has appointed for you. The money is transferred to the seller in installments only as the following steps are documented.

Exclusively for Avla clientsThis dual-signature escrow account is not a standard practice offered by the developer to everyone. It is opened only for clients purchasing through Avla, and Avla appoints the co-signing lawyer. Currently, only one of our developers offers this account; we will confirm in writing during our meeting whether it is applicable to your chosen project.

No payments can be made to any other person or account; the flow can only be altered by a court order.

What you need to know clearly

Funds deposited into the account are used solely for the price and construction of this apartment and cannot be withdrawn. The contract is subject to Greek law; source of funds (AML) documents are required.

2026 table for Golden Visa

We will disclose the figures with documentation during our meeting; however, to set your expectations correctly from the start, the framework is as follows:

800,000 €
Standard investment threshold applicable throughout the Attica region.
250,000 €
Special route applicable only to properties converted into residential units through a change of use, with the conversion completed.
5 years
Residence permit duration; renewable as long as the property is held.
Prohibited
Short-term (Airbnb-style) rentals are not permitted for properties subject to the Golden Visa.
Important: If the price shown on the title deed falls below €250,000, the right of residence becomes invalid. This threshold must be maintained during discount negotiations. If the property is sold, the residence permit is cancelled. The threshold applicable to each project is documented separately.
Announcement · September 2026

Property transfer tax 15%

From 1 July 2027

For residential property purchases by non-EU/EEA natural persons, the property transfer tax is being increased from 3.09% to 15.45%. Corporate purchases, EU/EEA citizens, long-term residence permit holders, and individuals of Greek descent are excluded. The Prime Minister announced this on 6 September, and the Ministry of Finance provided details on 8 September — there is no draft law submitted to Parliament yet.

Portfolio Golden Visa

With long-term rental condition

The 2026–2035 National Housing Strategy proposes a separate Golden Visa category where multiple apartments are purchased as a single portfolio and all are rented out long-term. The threshold, rental duration, and conditions have not yet been drafted; market sentiment suggests it will be an option for the €400,000 / €800,000 tiers where the single-property rule applies — this is a proposal, not law.

Portfolio Golden Visa model
Open topic

€250,000 route

Conversion category

The €€250,000 tier is currently in effect and applies only to properties converted into residential units through a change of use. The sector is requesting an exemption from the new title deed tax for this category — the rationale being that these investments do not withdraw housing from the market, but rather create new stock. No decision has been made yet.
